Many people moving to Portugal and intending to extend, refurbish or remodel their Portuguese property may decide not to talk to the local council about the requirement for planning permission.
It could be that they thing what they want may not be allowed or it could be that they do not want the expense of a design project and the lengthy delay associated with it.
Some even think that “they” will never know so let’s just do it.
When people are caught they invariably complain about the fact that “it was only” or that a neighbor, builder, man in the shop ( the list is endless) said it would be alright. It is worth remembering that your builder is not responsible for your planning permission application or approval and your architect will only process the planning permission if you ask them too.

Shuttering, form work or cofragem DEFINITELY needs planning permission.
